As far as I know, the AllShare is limited to use with Samsung phones/tablets, so it wouldn’t work for displaying laptop content. I think of AllShare as basically an invisible HDMI cable between your phone and TV.
Paul Thurrott posted an article on WinSuperSite today about Mirashare, and I quote, “Windows 8.1 + Miracast - For most, more trouble than it is worth. From what he said, it can be a real pain to set it up. And in the end, what you have is essentially another invisible HDMI cable, except this time between your Surface or PC and your TV. Chomecast is cheap and supports things like Netflix, YouTube, etc. right out of the box, but unless they have made some changes since it’s release, you can’t really mirror your PC on your TV. You can mirror things inside of the Chrome browser though, so it that is all you are looking for, it might be the an inexpensive option to consider.
So, out of your choices, really the only option that will do what you want is Mirashare, despite the potential setup challenges. Or you could just snake an HDMI cable from your PC to your TV.
