Is Windows 8.1 improved enough for Windows 7 users to upgrade?

Sometimes an upgrade isn’t necessarily an improvement, as some people might argue was demonstrated by the move from Windows 7 to Windows 8. I held off Windows 8 so far, mainly because of the UI, and am still plugging along on good ole Windows 7. Is Windows 8.1 an upgrade with enough improvements to make it worth the time and expense for Windows 7 users to upgrade?

Personally, I'd skip Windows 8 altogether. But then again I prefer Linux or OS X. Windows 7 works very well and still has a lot of life left in it. So if the newer features in Windows 8.1 aren't appealing enough, why bother with it?

It's definitely worth upgrading to Windows 8.1, according to PC World's Mark Hachman:

 

"Windows 8.1 is chock-full of user-friendly features, updates, and general improvements. We can recommend it unreservedly."
