Android programming requires a knowledge of C++ and Java. The tools for developing are available from Google, but if you're not familiar with programming, it's not that easy or trivial for the beginner. And once you have an app that works, you'll need to figure out how to get it posted at Google's Android Marketplace or Amazon's Appstore for Android, or some of the other places where people can find Android apps.
