Using the fill effects settings will help you set a picture as the background of a word document. You can view detailed guides here http://blog.doofix.com/change-background-colors-images-and-watermarks-in...

First, open a new document, then select the “Page Layout” tab. Select Page Color>Fill Effects>Picture. You should then be able to chose whatever image you want to use for the background.

Insert background colors, images, or text to a document

"Do one of the following:

Add a background color or texture to a Web page, online document, or e-mail message

On the Format menu, point to Background.
Do one of the following:
Click the color you want.
Click More Colors to see additional color choices.
Click Fill Effects to change or add special effects, such as gradients, textures, or patterns.

The watermark commands are available only in normal, print layout, and outline views.

On the Format menu, point to Background, and then click Printed Watermark.
Do one of the following:
To insert a picture as a watermark, click Picture Watermark, and then click Select Picture. Select the picture you want, and then click Insert.
To insert a text watermark, click Text Watermark, and then select or enter the text that you want.
Select any additional options that you want, and then click Apply.
To view a watermark as it will appear on the printed page, use print layout view.

If you want to use an object, such as an AutoShape, as a watermark, you can manually paste or insert it into the document header. You cannot use the Printed Watermark dialog box to control these settings."
