What are the biggest changes with Raring Ringtail (Ubuntu 13.04)?

So what's new this Ubuntu release season....or should I ask, "What's GNU?" Any major changes?

13.04 is definitely one of the strongest releases of Ubuntu in a long time. It brings some much needed polish and performance-enhancement. Check out my list of major changes new to Ubuntu 13.04.

It looks like this is an evolutionary release, and Canonical says they emphasized a reduced memory footprint and "significantly faster response times".  I don't think there are many UI changes.
