I don't really understand your question. There aren't really any risks to not having a network...you just don't have a network. It's inconvenient in today's world, but all it means is that you won't be able to get internet access without using something like your own mobile data connection.
Agreed, can you clarify what you mean.
The only thing I can think of, is if the school has some internal system that is cloud based or internet dependent for scheduling, seat assignments, etc... Then yes until the network is restored, such tasks would be handles manually.
