What is the minimum speed that ISPs can provide and call it high speed internet service?

What's the lowest speed "isp's" can still call it hi-speed. And is it written in law that isp's have to meet the low end standard.Lowest speed allowed to still be called hi-speed.
Just to clarify what Sveta posted earlier, she is absolutely correct that the FCC has defined broadband internet as 25Mbps download and 3Mbps upload. However, a company can call anything they want "high speed" or "hi-speed," they just can't call it broadband unless it meets those FCC requirements.
The minimum speed for broadband internet is 25Mbps for download and 3Mbps for upload.
