How does Let’s Encrypt improve online security?

Let’s Encrypt, as I understand it, is a new method of issuing security certificates that is supposed to improve online security. Security certificates are already issued, obviously, so how will Let’s Encrypt add anything to the further improve security?
For one, it's free. Other certificate issuers charge a fee for the privilege, and if there is one thing I'm sure of, it is that many people will not pay money for something that isn't absolutely necessary. Let's Encrypt makes it free and easy for websites to implement HTTPS, so the hope is that encryption will become the standard for all sites.
