How to resolve network connection issue in Windows 8?

My computer is connected to the internet, but if I click on an app it says I am not connected. (Windows 8)
Great.................I'm getting answers and I can't see them. No wonder I hate technology.
To start with, try power cycling your router. Just unplug the power cord, wait 30 seconds, plug it back it and let it boot back up. This solves a surprising amount of connectivity issues, and is a good starting point.
Can you provide more information. Which app, are you actually able to go online/brows the web? Are you using WiFi or Ethernet connection?
In either case you can try the standard troubleshooting steps such as rebooting, Windows network troubleshooting, disabling and re-enabling the adapter and so on.
I'm afraid I'm a bit of a technophobe Sveta, so any solution will need to be idiotproof. I tried to install a package from BT and couldn't because I got a message to say that I wasn't connected to the internet. When I checked, it shows that I am connected via network 2, but broadband is NOT CONNECTED, and this message appeared. Error 651. The modem (or other connecting device) has reported an error.

It is having a limited effect on my use. I can still use e-mail, facebook etc, but can't install programmes or video chat on Facebook as my camera appears to be disconnected. Also, my phone has no internet connection.
