How to tell if ISP is throttling in violation of net neutrality rules?

I know that ISPs are not supposed to throttle based on content. This was the cornerstone of the pro-net neutrality argument and eventual FCC ruling. Still...saying and doing are two different things. Is there a way to check to see if your ISP is throttling content?
It won't really tell you immediately if your ISP is doing it, but there is a website that collects data and in aggregate should show if ISPs are intentionally throttling traffic.
