Are you using a temporary user profile? If yes! Then your group policy settings restrict you from login.
To fix the issue:
1 Go to Computer > Properties > Advanced system settings > Advanced tab > Under User Profiles, click Settings .
This will open User Profiles dialog box,
2 select your profile name(profile that is be deleted) from the list
3 click Delete
4 Click Apply then OK.
Note: back up all your data before editing registries.
After deleting the profile you also need to delete the SID.
1 Go to regedit and navigate to the key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList
2 Select the SID . Right click and then Delete.
3 Re- create a new profile.
