What risks are posed by the recent theft of the encryption keys for Gemalto SIM cards?

The largest SIM card manufacturer, Gemalto, was hacked and had the encryption keys for its SIM cards stolen. Does this present a risk with respect to devices that use SIM cards?

Gemalto seems to have denied that the attacks resulted in the theft of encryption keys for its SIM cards, according to this report by CBS:

http://www.cbsnews.com/news/sim-gemalto-nsa-uk-gchq-probably-hacked-no-massive-theft-encryption-keys/

"Gemalto, a supplier to major mobile phone operators including AT &T, T-Mobile, Verizon and Sprint, says the attacks in 2010 and 2011 "only breached its office networks and could not have resulted in a massive theft of SIM encryption keys.""
