Why is SOA (service oriented architecture) not SOP for businesses moving to the cloud?

I’ve read many times that SOA is the way to ensure a smooth and effective move to the cloud from a traditional on-premises model, but it seems doesn’t seem that most businesses use SOA. If SOA is the gold standard for moving to a cloud environment, why isn’t it implemented as a matter of course?

Many IT shops have different journeys on their way to the cloud, and they do differ in terms of which apps, servers, and business processes they migrate first. Some companies will start with taking simple apps, such as email, that were in their data centers and move them to the cloud. Others will look at putting in VMs in their data center and then moving those to a hybrid public/private cloud environment. Others will start off by migrating to a colocation facility as their first instance.

SOA is in general a good thing, but not a universal good thing, and the journey can be implemented in way different ways. Each company has a different reason for using bits and pieces of it in their implementations.
