How to use GPS navigation on Android device when offline?

I spend a fair amount of time in the Appalachian Mountains, and much of that time I am without a data connection on my phone. Is there a way I can still use GPS navigation when I am not connected? It doesn’t seem like it should be a big deal, all of those stand alone GPS systems like TomTom and Garmin don’t require a data connection.
You can use GPS with cached Google Maps, but in my experience the area the downloaded maps cover with Google Maps is pretty limited. If you want to use it, there is a “save map to use offline feature.” To access it:
1. Open the Google Maps app.
2. Search for the place you want to save the map of.
3. Swipe up on the white info bar at the bottom of the screen.
4. Tap on the “hamburger” menu button on the top right of the screen.
5. Select “save map to use offline.”
