How does DMCA apply in European countries since DMCA is a US law?

I regularly see articles referring to DMCA (Digital Millenium Copyright Act) takedowns in European countries for alleged copyright violations. One thing I’ve always wondered - how does DMCA apply to Europe since it is a US law that was passed by the US Congress?
Michael has a great answer, see this Wikipedia article on the Copyright Directive for additional information:
DCMA is the US implementation of the WIPO treaty. WIPO is the treaty that all signing parties agreed to, the DMCA is the law that enforces it in the US. Each signing party would have their own law to enforce the treaty. You will have to look at individual laws in the member-states of the EU to know which particular law they use to enforce the treaty.
