PUE is total facility power divided by IT equipment power. A higher number therefore indicates that less power is being used for actual computing and more for cooling and other purposes. In a perfect world, all of the power would be used by IT equipment and that PUE number would be a 1. This is not realistic with current technology. There is also debate on how some things should be categorized, such as fans in equipment or servers that are sitting idle but still consuming power. According to one article I read recently, when you apply these factors properly, an average data center will have a PUE of about 3.0.
