Maybe. If every machine in the house is subject to Windows policy, you might be able to enforce a default download folder for every instance of Internet explorer. However, if someone uses a different browser (Your choice of apps can be controlled by policy as well.) then all bets are off. It would require very strict policies on every Windows machine. On the other hand, there is no reason to limit them to a single shared file space. Just prohibit downloads altogether.
