i can underclock my rooted droid but cant overclock it

I use a samsung galaxy fame with droid version 4.1.2. i have rooted it and have downloaded numerous apps for cpu tethering and have found that i can only underclock, not overclock it. i cannot go above 1ghz (my base clock speed)
Do i need to flash a custom rom or kernel or something? if so, how?

You generally need to flash a custom kernel in order to overclock a CPU. You do not need to flash a custom ROM to do it (although you may do both, of course).

I’m not sure of the exact procedure with your device, but since you already have it rooted you are already half way there. Make sure to perform a nandroid backup before you do anything else, just in case something goes wrong. Look on the forums for your device at Android Central and Android Authority, and almost certainly you will find a guide if you search long enough. I don’t have time to do it this evening, but if you have trouble finding it, post a reply and I’ll try to help you locate one.
