How to add Ukrainian language to Surface RT?

Can Ukrainian be added to the Surface RT? A friend of mine is a freelance journalist who speaks Ukrainian (and Serbian and Russian) and she would like to be able to add it to her Surface for easier communication with some of her acquaintances in Ukraine for an article she is writing. Windows RT is not an OS I know much about, but I thought someone here might know. Thanks!

Add a language or keyboard

"To change your Windows display language or add a keyboard for typing, first add a language to your language list.

1. Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.
(If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)

2. Tap or click Time and language, tap or click Region and language, and then tap or click Add a language.

3. Browse for the language you want, and then tap or click it to add it to your language list."

Yes, you can install Ukrainian on RT through the control panel. 

Go to SETTINGS>CHANGE PC SETTINGS

Tap TIME AND LANGUAGE>REGION AND LANGUAGE>ADD A LANGUAGE.

You can add the new language from the list. I’m not sure if Ukrainian is already there or not, you might have to download and install a new language pack.
