How to transfer downloaded games from Wii to Wii?

I have an original Wii (not Wii U) with over 80 downloaded titles. Recently, I’ve started to get a disc read error, and I looked into getting it repaired by Nintendo, but it costs around $70. I can get a used Wii in good condition for about $60, but I don’t want to lose all of those games, some of which are virtual console games that are no longer available. Is there a way to transfer the downloaded games from Wii to Wii?

Dniblock seems to have the right answer for this. Here's a link to the Wii support page though in case you have any other issues or want to contact Nintendo.

Sorry, but you are going to have to pony up and pay Nintendo to repair your Wii if you want to keep all of those downloads. Nintendo locks them to the console that downloaded them, and does not provide for any transfer, unless it is from a Wii to a Wii U. This is unnecessarily restrictive, and personally, I think that attaching download rights to an individual account instead of an individual piece of hardware, which is the way Sony does it, is a much better way to serve the needs of both the company and customer.
